"The Disability Discrimination Act 1995 requires websites to not unreasonably discriminate against the disabled and although there is no definitive test under the Act as to what websites actually need to do, complying with W3C Level A is widely believed to be the minimum standard required. Even then, a recent study by the Disability Rights Commission also found that compliance with the W3C standards alone was not sufficient as that did not reveal problems which could only be revealed by manual testing. For example, only a manual test shows whether alternative text to a picture provides an accurate description. Therefore, a large number of websites are still shutting out the demand of potentially millions of disabled website users, as well as not complying with the law."
